The Raise That Costs Everything: Navigating the Benefits Cliff in Indiana

Imagine your boss offers you a $2.00 an hour raise. You’ve worked hard, and you’ve earned it. But instead of celebrating, you’re terrified. You know that the extra $320 a month will trigger the loss of your $600 childcare voucher or your healthcare subsidy or your SNAP benefits.
This is known as the Benefits Cliff, and it is one of the most significant barriers to economic mobility we see with struggling people here at FYCO.
The Problem: A System That Cliffs Instead of Slopes
Public assistance programs are often all or nothing. Instead of a gradual decrease in benefits as income increases, families hit a cliff. A parent might gain $2,000 in annual income but lose $5,000 in state supported childcare or SNAP benefits. The result? Families are often forced to decline promotions just to keep their heads above water.
How FYCO Intervenes
As regional advocates and partnering with over 40 organizations, FYCO helps families build a bridge over the cliff.
Vetting Through CarePortal: When a family loses a specific benefit, our CarePortal program allows us to mobilize local churches and donors to fill that specific, one-time gap.
Strategic Partnerships: By working with 40+ partners, we ensure that if one door closes due to a cliff, we know exactly which other door to open.
Advocacy: We use our 20 years of data to show local leaders that we need a more gradual phase out of benefits to truly support Steuben County’s workforce.
True human services work isn't just about giving a bag of food; it's about understanding complex poverty traps and providing the specific, vetted support needed to keep a family moving forward.
