Two Decades of Service: What 20+ Years in Steuben County Has Taught Us

In two decades, the landscape of Steuben County has shifted, but the mission of Fremont Youth and Community Outreach (FYCO) has remained constant: empowering our neighbors to achieve self-sufficiency. Since our founding, we have grown from a simple outreach program into a sophisticated regional leader in human services.


We haven't just been "open" for 20+ years; we've been observing, learning and adapting. Here is what two decades of rural outreach has taught us about moving the needle on poverty.


Poverty is a Complex Puzzle, Not a Single Crisis

Twenty years ago, a food pantry was often seen as a simple exchange of goods. Today, we know that food insecurity is rarely an isolated event.


Insight: A family's struggle is usually a puzzle involving healthcare, housing and child safety.


Evolution: We transitioned from a traditional pantry "hand-out" to a centralized hub for community needs, partnering with over 40 human services organizations to help struggling people thrive.

The "Invisible" Working Class is Growing

Our data shows a significant shift in who is struggling. We’ve moved beyond the traditional poverty line to focus on ALICE households (Asset Limited, Income Constrained, Employed).


Insight: While the "official" poverty rate in Steuben County is approximately 11%, a staggering 36% of our households live below the ALICE threshold.


Evolution: We've adapted our model to serve the person working 40+ hours a week who earns too much for state assistance but too little for the grocery store. Our full choice pantry is open two times per month with one daytime and one evening distribution.


Upstream Prevention is the Best ROI

If 20 years has taught us anything, it’s that it is far cheaper (and more humane) to address a spark than to put out a forest fire.


Insight #1: It can cost the state thousands per month to house a child in foster care, yet often less than $500 to fix a stove or provide a bed through CarePortal to keep that family together.

Insight #2: Crisis has a way of compounding. What starts as a broken-down vehicle, an illness, or a single mistake can quickly create a pit that feels impossible to escape.


Evolution: We've leaned into "upstream thinking," using our 20+ years of data to advocate on regional topics for systemic changes rather than just temporary fixes. Our full choice pantry offers autonomy and dignity to people in crisis.
